Amazon & eBay EPR Numbers 2026: What Marketplaces Require Since 12 August 2026

Since 12 August 2026 Amazon and eBay ask sellers for packaging EPR registration numbers in each EU country where they are the producer. In Germany Amazon wants the 13-digit LUCID number and, for electrical equipment, the stiftung ear registration. Without valid numbers, Amazon may deactivate offers and eBay may hide listings in that country.

What changed on 12 August 2026

On 12 August 2026 the PPWR started to apply in all EU member states, and the major marketplaces extended their EPR checks for packaging across the EU. In a global notice of 25 March 2026 Amazon announced that from 12 August 2026 it requires packaging EPR compliance across the EU and that it "may need to stop selling" non-compliant products.

eBay followed the same date: from 12 August 2026 sellers must provide packaging EPR numbers for each country where they are the producer. A producer, for marketplace purposes, is typically the seller who ships packaged goods to consumers in that country, including sellers established in another EU country or outside the EU.

Important: An EPR number is always country-specific. A German LUCID number does not cover France, Spain or any other country. See the full overview of EPR numbers by country.

What Amazon requires

Amazon requires sellers to prove packaging EPR compliance in each listed EU country and, in Germany, also a registration for electrical equipment. The requirements differ by marketplace.

Amazon.de (Germany)

  • Packaging: 13-digit LUCID registration number from the Zentrale Stelle Verpackungsregister (ZSVR). LUCID registration itself is free of charge.
  • Electrical and electronic equipment: registration with stiftung ear. See WEEE registration Germany.
  • Consequence: non-compliant offers may be deactivated, or Amazon may comply on the seller's behalf.

Amazon.es (Spain)

  • Who: sellers not established in Spain.
  • What: the packaging registration number from the MITECO Registro de Productores de Producto (packaging section).
  • Consequence: without a number the seller is enrolled in Amazon's paid Pay on Behalf programme, and listings may be deactivated.

Amazon EU (global notice of 25 March 2026)

  • Countries: Germany, France, Italy, Spain, the Netherlands, Sweden, Poland, Ireland and Belgium, plus Austria and Denmark for cross-border sales.
  • Scope: packaging EPR compliance from 12 August 2026.
  • Consequence: Amazon "may need to stop selling your non-compliant products".

Amazon also offers its own paid EPR service. It can be convenient, but it is limited to what Amazon covers and is no substitute for checking your full obligations, especially if you also sell through your own shop or other marketplaces.

What eBay requires

eBay requires, from 12 August 2026, a packaging EPR number for each country where the seller is the producer. If the number is missing, eBay may hide the listings from buyers in that country. Because the listing is hidden only in the affected country, the problem may first show up as falling sales in that one market.

Check your eBay seller account for each destination country you ship to and enter the matching national number. For Germany that is the LUCID number, for France the UIN for packaging, for Spain the MITECO packaging registration.

Why listings may be deactivated or hidden

Marketplaces block listings without EPR numbers because national law can make them responsible for sellers who are not registered. Two examples from the legislation:

  • France: marketplaces count as the producer for third-party goods unless they hold proof of the seller's UIN. Fines under the UIN rules reach up to €30,000 plus up to €20,000 per day.
  • Spain: producers established in another EU state or in a third country must appoint a representante autorizado. Otherwise the first Spanish distributor is liable or the marketplace acts as the producer.

For a marketplace, the cheapest way to manage that risk is to collect the number or to stop showing the product. Typical triggers are a missing number, a number for the wrong country, a number for the wrong stream (packaging only, while the product is electrical equipment) or a registration that has lapsed.

Amazon Pay on Behalf explained

Pay on Behalf is a service in which the marketplace takes over EPR compliance, such as paying fees, for a seller's products sold through that marketplace. On Amazon.es, sellers not established in Spain who do not submit a packaging registration number are enrolled in it, and it is paid. On Amazon.de, Amazon states that it may comply on the seller's behalf.

Pay on Behalf is a fallback, not a registration. It does not replace your own registration or your legal responsibility as a producer. Sales through your own web shop or other marketplaces remain your responsibility.

When Pay on Behalf can make sense

  • As a short-term bridge while your own registration is in progress.
  • For small test volumes in a single country through a single marketplace.

When you need your own registration

  • You sell in the same country through several channels (Amazon, eBay, own shop).
  • You sell electrical equipment or batteries, which need their own registrations.
  • You want control over your data, costs and registration history.

Which EPR number to upload in each country

Upload the number issued by the national packaging register or scheme of each country you sell into, plus WEEE and battery numbers where your products require them. Where we have not verified the exact marketplace field, the table says "Check with us".

Step plan for Amazon and eBay sellers

Work through your accounts country by country and stream by stream; most blocked listings come from one missing combination.

  1. Export your sales by country. List every EU country with deliveries to consumers in the last twelve months, per marketplace and own shop.
  2. Classify your products. Packaging only, electrical equipment, products with batteries. Each stream needs its own registration.
  3. Check Seller Central and eBay. Note which countries already show a valid number and where you are enrolled in Pay on Behalf.
  4. Appoint representatives where required. Sellers selling directly to end users in another member state need an authorized representative under PPWR Art. 45; several countries add national rules.
  5. Register and join schemes. Start with the countries with the highest sales. In Germany: LUCID, dual system, stiftung ear and battery registration.
  6. Upload the numbers. Enter each national number for the right country and stream; keep the registration confirmations ready in case the marketplace asks for proof.
  7. Keep registrations current. German LUCID data changes are due by 12 November 2026; dual system contracts concluded before 12 August 2026 end by 31 December 2026 at the latest. See the EPR deadline calendar.

FAQ: Amazon and eBay EPR numbers

Which EPR number does Amazon require in Germany?

Amazon.de requires the 13-digit LUCID registration number for packaging and, for electrical and electronic equipment, the stiftung ear registration. Without them, offers may be deactivated or Amazon may comply on the seller's behalf.

In which countries does Amazon check packaging EPR compliance?

According to Amazon's notice of 25 March 2026, from 12 August 2026 Amazon requires packaging EPR compliance in Germany, France, Italy, Spain, the Netherlands, Sweden, Poland, Ireland and Belgium, plus Austria and Denmark for cross-border sales.

Does eBay require EPR numbers?

Yes. From 12 August 2026 eBay requires packaging EPR numbers for each country where the seller is the producer. Listings without a valid number may be hidden from buyers in that country.

What is Amazon Pay on Behalf for EPR?

Pay on Behalf means Amazon pays the EPR fees for products sold through Amazon. On Amazon.es, sellers not established in Spain without a packaging registration number are enrolled in this paid programme. It is a fallback and does not replace your own registration or legal responsibility.

Can I use my German LUCID number for other countries?

No. The LUCID number is valid for Germany only. Each EU country issues its own EPR number, for example the UIN in France or the MITECO packaging registration in Spain.

Why was my Amazon listing deactivated for EPR?

Typical causes are a missing EPR number for the destination country, a number from the wrong country, a missing registration for electrical equipment or batteries, or a lapsed registration. Adding a valid national number is usually the fix.

Does Amazon offer its own EPR service?

Yes, Amazon offers its own paid EPR service. It only covers what Amazon handles, so sellers who also use their own shop, eBay or other marketplaces still need to check their full obligations in each country.
