LUCID registration 2026: the German packaging register explained
LUCID is the free packaging register of the Zentrale Stelle Verpackungsregister (ZSVR). Anyone who places packaged goods on the German market as a producer must be registered there — and since 12 August 2026 the rules come from the new Verpackungsrecht-Durchführungsgesetz (VerpackDG) and the EU Packaging Regulation (PPWR). This guide covers registration step by step, the dual system, data reporting, deadlines and fines.

What is LUCID?
LUCID is Germany's packaging register. It is operated by the Zentrale Stelle Verpackungsregister (ZSVR), the central body for packaging extended producer responsibility (EPR) in Germany. Registration is free of charge.
Since 12 August 2026, German packaging law is no longer the Verpackungsgesetz (VerpackG). The EU Packaging and Packaging Waste Regulation (PPWR, Regulation (EU) 2025/40) now applies directly in all member states, and the Verpackungsrecht-Durchführungsgesetz (VerpackDG) adds the German implementing rules (BGBl. 2026 I Nr. 207). According to the ZSVR, the basic obligations for packaging subject to system participation — registration, system participation and data reporting — remain in place.
The LUCID registration number is the German packaging part of what sellers often call an "EPR number". For electrical equipment and batteries there are separate registers at stiftung ear — see WEEE registration and battery registration.
Who must register in LUCID?
You must be registered in LUCID if you distribute packaged goods in Germany as the producer — typically because you sell packaged goods to German customers. Where your company is based does not matter.
- Online shops and marketplace sellers shipping packaged goods to customers in Germany.
- Brand owners: under the brand principle described by the ZSVR, a company whose name or brand appears on the packaging is treated as manufacturer and producer.
- Producers based outside Germany, including outside the EU — registration stays their own responsibility, even if they appoint an authorized representative.

What you need for LUCID registration
Prepare three groups of information before you start: your company data, the brand names you sell under and the types of packaging you place on the German market.
| Information | What it covers |
|---|---|
| Company data | Legal name, address, contact person, email and national tax or VAT identification |
| Brand names | Every brand under which packaged goods reach German customers |
| Packaging types | The kinds of packaging you place on the market, e.g. sales packaging, grouped packaging, shipping packaging, transport packaging |
| Authorized representative (if required) | Details of your German authorized representative |
Packaging that typically ends up with private end users is subject to system participation. If an authorized representative is required, the ZSVR says it must be specified at initial registration.
LUCID registration step by step
LUCID registration is done online in the ZSVR portal and is free. The full compliance process has six steps:
- Check producer status. Confirm that you are the producer for the packaging you place on the German market and whether you need an authorized representative.
- Create your LUCID account in the portal at verpackungsregister.org.
- Enter master data and brands. Add company data, all brand names and the packaging types you place on the market. Specify your authorized representative if required.
- Receive your registration number. This is the 13-digit number Amazon asks for.
- Join a dual system. Conclude a system participation contract for your packaging subject to system participation and license the expected quantities by material.
- Report data and stay current. Report the quantities you license with your dual system in LUCID as well, keep your registration data up to date and file a completeness declaration if you exceed the thresholds.
Then enter your LUCID number in Amazon Seller Central and in eBay's EPR settings. Our Amazon EPR number guide shows which number Amazon needs for which country.
Why LUCID registration alone is not enough
A LUCID number proves registration — not full compliance. The ZSVR states that registration alone is not enough for certain types of packaging. For packaging subject to system participation (mainly B2C sales and shipping packaging that ends up with private end users) you also need a contract with a dual system and must report your quantities.
| Obligation | Where | What it means |
|---|---|---|
| Registration | LUCID (ZSVR) | Registration with company data, brands and packaging types; keep the data current. Free. |
| System participation | A dual system | Contract and participation fees for B2C packaging by material and weight. The system organises collection and recycling. |
| Data reporting | LUCID (ZSVR) | Report the packaging quantities you have licensed with your dual system. |
| Completeness declaration | LUCID (ZSVR) | Annual declaration for producers above the quantity thresholds; for 2026 due 17 May 2027. |
German participation fees already vary with recyclability (§ 26 VerpackDG); EU-harmonised modulation is expected around 2028–2030. See the PPWR 2026 overview.
Completeness declaration 2026: thresholds and deadline
The completeness declaration (Vollständigkeitserklärung) for 2026 is due on Monday, 17 May 2027. The regular deadline, 15 May, falls on a Saturday in 2027. The declaration concerns producers above at least one of these thresholds:
| Material | Threshold |
|---|---|
| Glass | 80 tonnes |
| Paper, paperboard and cardboard | 50 tonnes |
| Lightweight packaging | 30 tonnes |
For 2026 there is only one completeness declaration under § 10 VerpackDG, even though the law changed on 12 August 2026. The 2026 data is broken down according to the old VerpackG rules.
Transitional rules under § 68 VerpackDG
Existing LUCID registrations remain valid after 12 August 2026 — but they must be checked. § 68 VerpackDG sets these transitional rules:
- 12 November 2026: changes to registration data must be made in LUCID by this date.
- 31 December 2026: dual-system participations concluded before 12 August 2026 continue at most until this date (unless the contract ends earlier). Plan your system participation for 1 January 2027 now.
- 1 January 2027: dual systems must prove that they meet the additional requirements.
- 2026 reporting: one completeness declaration for the whole year, with data broken down per the old VerpackG rules.
Action point: registered under the old VerpackG? Check your LUCID data before 12 November 2026 and ask your dual system about your 2027 contract.
Do you need an authorized representative for LUCID?
Since 12 August 2026, § 5 VerpackDG requires an authorized representative only from producers without a German branch who sell directly to end users in Germany. Producers with a German branch, and producers that do not sell directly to end users in Germany, are not subject to this § 5 duty.
- Only one authorized representative may be appointed.
- The contract with the representative must be in German.
- The producer enters the representative in LUCID; the authorization becomes effective once the representative confirms it.
- The registration stays with the producer. According to the ZSVR, the representative takes on the extended producer responsibility obligations except registration.
Proposal – not yet law At EU level, the Environmental Omnibus (COM(2025) 982) proposes suspending the authorized-representative duty for EU-established producers. Council position of 21 October 2026: no representative for EU-established producers placing under 1 tonne per year in another member state, until 2032. The European Parliament adopted its position on 20 October 2026; trilogue follows. Not law; no relief for non-EU sellers. Details: authorized representative guide.
Amazon, eBay and the LUCID number
Amazon requires the 13-digit LUCID registration number for sales to Germany. Sellers of electrical equipment additionally need their stiftung ear registration number. According to Amazon, non-compliant offers may be deactivated, or Amazon may comply on the seller's behalf.
- Amazon (EU-wide): in a notice of 25 March 2026, Amazon announced packaging EPR compliance checks across the EU from 12 August 2026 and said it may need to stop selling non-compliant products.
- eBay: since 12 August 2026 eBay requires packaging EPR numbers for each country where the seller is the producer; listings may be hidden from buyers in that country.
- Marketplace compliance services are a fallback and do not replace your own registration.
Fines under the VerpackDG
Under § 66 VerpackDG, fines reach up to €200,000, €100,000 or €10,000 depending on the offence. Fines for PPWR-related breaches (§ 66(2) VerpackDG) apply from 12 February 2027.
Which tier applies depends on the specific offence; the full list is in § 66 VerpackDG (linked below). Marketplaces may also deactivate or hide listings without a valid number.

LUCID registration FAQ
Is LUCID registration free?
Yes. Registration in the LUCID packaging register of the ZSVR is free of charge. Costs arise from the dual-system contract for packaging subject to system participation, and from external support if you use it.
What is a LUCID number?
The LUCID number is the registration number you receive after registering in the German packaging register LUCID. Amazon asks for this 13-digit number for sales to Germany.
Is my old LUCID registration still valid after 12 August 2026?
Yes. Existing LUCID registrations remain valid under § 68 VerpackDG. Changes to registration data must be made by 12 November 2026.
Can an authorized representative register me in LUCID?
No. Registration stays with the producer. Producers without a German branch who sell directly to end users in Germany must appoint one authorized representative and enter it in LUCID; the authorization becomes effective once the representative confirms it.
Do I still need a dual system if I am registered in LUCID?
Yes, for packaging subject to system participation. LUCID registration alone is not enough: you also need a dual-system contract and must report your quantities in LUCID. Contracts concluded before 12 August 2026 end on 31 December 2026 at the latest.
When is the 2026 completeness declaration due?
On 17 May 2027, because 15 May 2027 is a Saturday. It concerns producers above 80 tonnes of glass, 50 tonnes of paper and board or 30 tonnes of lightweight packaging. For 2026 there is one declaration under § 10 VerpackDG, with data broken down per the old VerpackG rules.
What are the fines for selling without LUCID registration?
Under § 66 VerpackDG, fines reach up to €200,000, €100,000 or €10,000 depending on the offence. PPWR-related fines apply from 12 February 2027. Marketplaces may also deactivate or hide listings without a valid number.
