EPR Registration Number 2026: What It Is and Where to Get It in Each EU Country

An EPR registration number is the identifier a national register issues once you are registered as a producer for a product stream in that country. There is no single EU EPR number: you need one per country and per stream (packaging, electrical equipment, batteries), and Amazon and eBay ask for the number of each country you sell into.

EPR number at a glance

What it is
The registration number a national EPR register or scheme gives a producer for one product stream in one country.
One EU-wide number?
No. The EU Packaging Regulation (PPWR, Regulation (EU) 2025/40) applies since 12 August 2026, but registers, schemes and fees remain national.
Streams
Packaging, electrical and electronic equipment (WEEE) and batteries are separate. France runs around 20 EPR streams (filières REP), each with its own UIN.
Germany
13-digit LUCID number for packaging (ZSVR, free of charge), plus stiftung ear registrations for electrical equipment and batteries.
France
UIN (identifiant unique) issued by ADEME via SYDEREP, one per EPR stream, mandatory since 1 January 2022.
Marketplaces
Since 12 August 2026 Amazon and eBay ask for packaging EPR numbers per country. Non-compliant listings may be deactivated (Amazon) or hidden (eBay).
Authorized representative
Under PPWR Art. 45, producers selling directly to end users in another member state, EU or non-EU, must appoint one there.

What is an EPR number?

An EPR number is proof that you are registered as a producer under extended producer responsibility (EPR) in a specific country for a specific product stream. It is issued by the national register (for example the ZSVR in Germany or ADEME in France) or, in some countries, handled through a producer responsibility organisation (scheme).

EPR means that whoever places packaging, electrical equipment or batteries on a national market pays for their collection and recycling and reports the quantities. If you ship goods directly to consumers in another country, you are generally treated as the producer in that country. The PPWR defines these distance sellers explicitly (Art. 3(1)(15)(c) and (d)), and national WEEE rules do the same, for example in the Netherlands and Italy.

Three questions decide which numbers you need:

  • Which streams? Shipped goods almost always come with packaging. Electrical devices add WEEE; products with batteries, including built-in ones, add batteries.
  • Which countries? Every country where you sell to end users needs its own registration.
  • Where are you established? Without an establishment in the destination country you often need an authorized representative there.

Why there is no single EU EPR number

There is no EU-wide EPR registration number, because registration, fees and reporting are organised nationally. The PPWR entered into force on 11 February 2025 and applies from 12 August 2026. It harmonises many packaging rules directly across all member states, yet each country keeps its own register and its own schemes. Electrical equipment and batteries are handled by separate national registers again.

Germany shows how this works in practice. A seller of a battery-powered device needs three registrations: LUCID for packaging, stiftung ear under the ElektroG for the device, and stiftung ear under the BattDG for the battery. Selling the same product in France requires French UINs; in Spain, a registration with MITECO for packaging and the industry ministry registers for equipment and batteries.

Which marketplaces ask for which EPR numbers

Since 12 August 2026 Amazon and eBay check packaging EPR compliance per EU country, and Amazon also asks for WEEE registration for electrical equipment in Germany. A missing or wrong number can lead to deactivated or hidden listings in that country.

Marketplace What is required If the number is missing
Amazon (EU, notice of 25 Mar 2026) Packaging EPR compliance from 12 Aug 2026 in DE, FR, IT, ES, NL, SE, PL, IE and BE, plus AT and DK for cross-border sales Amazon "may need to stop selling" non-compliant products
Amazon.de 13-digit LUCID number; stiftung ear registration for electrical equipment Offers may be deactivated, or Amazon may comply on the seller's behalf
Amazon.es Sellers not established in Spain: packaging registration number Enrolment in paid Pay on Behalf; listings may be deactivated
eBay From 12 Aug 2026: packaging EPR number for each country where the seller is the producer Listings may be hidden from buyers in that country
Marketplaces selling into France Proof of the seller's UIN The marketplace counts as the producer for the third-party goods

How to get your EPR numbers: step by step

You get an EPR number by registering with the national register of each country and stream, usually together with joining a scheme. The order below avoids the most common delays.

  1. Map your products to streams. List packaging (sales, shipping and filler material), electrical equipment and batteries, including batteries built into devices.
  2. List your sales countries. Include every country where you sell to end users, whether through your own shop, Amazon, eBay or other marketplaces.
  3. Check the representative duty. If you have no establishment in a country and sell directly to end users there, you usually need an authorized representative before you register.
  4. Register per country and stream. In Germany: LUCID registration (free of charge) plus a dual system contract, WEEE registration and battery registration with stiftung ear. stiftung ear charges official fees, for example €9.50 net per device type and €16.40 net per battery category.
  5. Plan for the WEEE guarantee. B2C electrical equipment in Germany needs an insolvency-proof guarantee. Processing times vary; plan several weeks for the financial guarantee.
  6. Publish and upload the numbers. Enter them in Seller Central and on eBay. In France the UIN must also appear in your terms and conditions and on your website; in Portugal and for Italian batteries the number belongs on invoices.
  7. Report and renew. Report quantities on time and watch deadlines such as 12 November 2026 (German LUCID data updates) and 17 May 2027 (German completeness declaration for 2026). See the EPR deadline calendar.

Typical mistakes with EPR numbers

Relying on Pay on Behalf

Pay on Behalf is a marketplace fallback, not a registration. On Amazon.es it is a paid service for sellers who have not provided a Spanish packaging registration number. It does not replace your own registration or your legal responsibility as a producer, and it only covers sales through that marketplace.

Using the wrong country's number

A LUCID number is valid for Germany only. Uploading it for France, Italy or Spain does not satisfy those countries' requirements. Each country needs its own number, and in France each EPR stream needs its own UIN.

Registering only packaging while selling electrical equipment or batteries

Packaging is only one stream. Amazon.de asks for a stiftung ear registration for electrical equipment. Batteries have their own EU EPR regime under Regulation (EU) 2023/1542 since 18 August 2025, and in Germany membership of a producer responsibility organisation has been mandatory since 1 January 2026.

Assuming a small-seller exemption

Thresholds differ by country. Spain has no registration de-minimis. The Czech small-producer exemption no longer applies since 12 August 2026. Verpact registration in the Netherlands applies above 50,000 kg per year, and Repak membership in Ireland applies to major producers with at least 10 tonnes and over €1 million turnover.

Keeping old German data unchanged

Existing LUCID registrations remain valid, but changes to registration data must be made by 12 November 2026. Dual system contracts concluded before 12 August 2026 continue at most until 31 December 2026.

FAQ: EPR registration numbers

What is an EPR number?

An EPR number is the registration number a national register issues to a producer for one product stream in one country, for example the LUCID number for packaging in Germany or the UIN in France. It proves that you are registered under extended producer responsibility in that country.

Is there one EPR registration number for the whole EU?

No. The PPWR applies across the EU since 12 August 2026, but registers, schemes and fees remain national. You need a separate number for each country and each stream: packaging, electrical equipment and batteries.

Which EPR number does Amazon require?

Amazon requires packaging EPR compliance from 12 August 2026 in Germany, France, Italy, Spain, the Netherlands, Sweden, Poland, Ireland and Belgium, plus Austria and Denmark for cross-border sales. In Germany that means the 13-digit LUCID number and, for electrical equipment, the stiftung ear registration.

What is the LUCID number?

The LUCID number is the 13-digit registration number of the German packaging register run by the Zentrale Stelle Verpackungsregister (ZSVR). Registration is free of charge and stays with the producer, even when an authorized representative is appointed.

What is a UIN in France?

The UIN (identifiant unique) is the French EPR registration number issued by ADEME via SYDEREP, one per EPR stream. It has been mandatory since 1 January 2022 and must appear in your terms and conditions and on your website. Fines can reach €30,000 plus up to €20,000 per day.

Do I still need my own number if a marketplace offers Pay on Behalf?

Yes. Pay on Behalf is a marketplace fallback. It does not replace your own registration or your legal responsibility as a producer, it is paid on Amazon.es, and it does not cover sales through your own shop or other marketplaces.

Do I need an authorized representative to get an EPR number?

Often, yes. Under PPWR Art. 45, producers who sell packaged products directly to end users in another member state, whether EU or non-EU established, must appoint an authorized representative there. Germany, France, Austria, Belgium, Portugal and others also have national representative rules.
